Edit-LineEndings function was removed from ALZ-PowerShell in v4.2.0, so pinning to a support version.

This PR fixes/adds/changes/removes

1. This pull request includes an update to the .github/scripts/Invoke-PolicyToBicep.ps1 file to ensure a specific version of the ALZ module is installed. This change enforces the installation of version 4.1.5 of the ALZ module.

• .github/scripts/Invoke-PolicyToBicep.ps1: Modified the Install-Module command to specify the RequiredVersion parameter with the value '4.1.5'.
