Description

This PR is updating the @apidevtools/json-schema-ref-parser dependency to v15.

Motivation and Context

The purpose of this is not only general maintenance, but it is also fixing an issue, that when the HttpResolver is used, errors (like the hardcoded 5s timeout) will not bubble up.
