Adding block-based plotting script; this script generates similar plots to run_plot_model_block_results.py, but with block_based files. Notable differences from the original file are the -vars command line argument also takes in the name of the variable rather than the index, and not providing a variable to -vars results in outputting files for every variable (except for time, lon, lat, z)
