Add old repo reference to webui-user.bat

Added so that user can install dev branch separately easily and reference old repo without having to look up all arguments

webui-user.bat is never to be edited

@catboxanon in 7 days, that addition to the wiki which also was misspelled, will be 2 years old. This obsolete quirk in a wiki that is filled with inaccuracies can't seriously be used as a reference. Also nothing about the edit I made cause any changes to any functionalities. They are commented out lines and when compared to the equivalent webui-user.sh, it is severely lacking in any form of explanation for its use.

unfortunately it is not an obsolete quick

it is a quick that we have to deal with due to the initial bad decision of having user use the same webui-user.bat file for the there local config

if this file is edited when (which lots of people have edited it) then when people try to update with gut pull it will fail fail

git pull
error: cannot pull with rebase: You have unstaged changes.
error: Please commit or stash them.

resulting in them unable to update
wose case if they have use sort of update script it may cause ther local webui-user.bat config to be overwritten
