Enhance launcher to clean up temporary files

Related to zowe/zowe-install-packaging#3098 .

The Tomcat instances running as part of APIML create temporary directories which should be cleaned up as part of normal process shutdown. Additionally, we should attempt to clean up the same temporary directories on startup in the case where we are shutdown abnormally (i.e. MVS CANCEL).

To be determined: how to find the temporary tomcat directories which are only applicable to APIML and not other Tomcat services running on the platform.

Additionally, whatever hook we create should be extensible for any future cases where Zowe server-side components have temporary data stored on platform.
