Issue related to #32 .

Currently, we are using everything related to blockchain in the telegram bot ( in telegram/bot.js). After the Hub initalized, we should relocate every methods/globals, and extend them with REST communication.

Prepare the Telegram bot as well for communicating with the Hub.
