Tooltip manual link opens in new window without warning

Steps to reproduce

1. Open an assignment.
2. Press ⌘ + F5 to start VoiceOver.
3. Focus the tooltip's Read more in the manual button.

Expected outcome

Unexpected changes of context such as opening a new window or tab without warning can cause difficulties for people with motor impairments, people with low vision, people who are blind, and people with certain cognitive limitations. Links that open in new windows should therefore provide some kind of warning.

Actual outcome

It's not clear this will open in a new window.

Severity

The success criterion covering this issue is WCAG level AAA – the maximum level. It is extremely rare for organizations to aim for full AAA conformance. This issue's severity is very low.

Recommendation

Honestly? Close this issue without fixing it, most likely. I'm mainly submitting this one so that there's at least one example of a level AAA issue on record to serve as an example for any conversations about scope. But if you really want to fix this, append (opens in new window) to the link text, or a little icon (with a text alternative).
