A way to make InterRealm scale.

Basically, designate a realm (GRAND.CENTRAL.ORG, anyone?) as a "smartrealm" (by analogy to smarthost in mail configuration) that connects to everyone. Thus you only need one InterRealm link to connect to a conspiracy of zephyr realms, rather than n. This also makes the Kerbereo key-sharing problem smaller.
