Make translation popup draggable and resizable

I am a great fan of the translation feature. Very rarely it makes sense for an entire page, for me. Mostly I am using it for selected text using the context menu. The resulting popup, however, is partially overlaying the original selection, which makes it impossible to read (and check) both. The popup cannot be dragged away or resized.
Please provide both features.
