Updated to latest Scaleway API version

Scaleway moved from v1alpha1 to v1beta1. This update keeps in line with that update. There is also now an optional argument that lets you set the API version if you so wish. The documentation is updated to reflect this.

Also some minor documentation updates.

Scaleway have a Serverless service in public beta. This GitHub Action uses the Scaleway API to deploy your images in the Scaleway Container Registry in to a Serverless Container.

This is the first release to work with that.
