I'd like to automate releases.

At least the writing of release notes based on PRs/commits https://github.com/xmppjs/xmpp.js/releases

https://semantic-release.gitbook.io/semantic-release/ looks promising but does not support monorepo see semantic-release/semantic-release#193

babel is using github actions
