doesnt recognise "py" #3

idk what i did wrong but i download and install python 3 (I have not found the + one) and when i open the command prompt and type the code it says that it doesnt recognise "py" has a command, and i have 1 ipk archive in a folder with the file that i download in here so i dont know what to do because i need to mod just dance
