This is to bring MetCouncil and MTC together.

test lane heuristics

flesh out and test ft

prepare pickle for applying base project cards

1. remove ft and assignable calculation from travel model network 2. default lanes, ft, managed values for centroid connectors

rather than reading it. It's not intuitive/documented that a method to write files reads a random file from the output directory.

So all output files are assumed to be written within, and the cube network creation script can run there as well

Also include output_dir rather than including the path in all the args And trim whitespace from characters in cube network

- Schema is required (previously some of the fields had bad data, I'm guessing due to type issues... the schema fixes this, but it should be moved to be an arg) - Use underscore instead of space in the GeoPackage layer names
