Detox v21 Breaking Change

As the Detox v20 breakage work is already under way in #3285, we need a new home for discussions on breakage in future major releases (i.e. v21).

optimize-app-install and force-adb-install args:
I propose switching the former to true by default, and to resort back to adb install (i.e. killing our workaround) -- making the latter scarce.
