I just want to reposition the controls because I can't press b in landscape with all the controls pushed to the bottom. Makes the emulator unplayable.

You can.
Just tap that home button in the upper left corner of your screen and voila.
And if you're talking about not being able to tap the home button then yeah it's fixed in the latest version.
