飞书获取用户列表事件，文档要求权限：

我已经有了上述权限：

但是我使用这个接口时仍然返回权限问题（具体表现为不能返回企业的其他人员，我在真实环境中得到这样或者直接没有返回，在飞书文档接口测试中表现为：）

此外我了解过以下问题并联系管理员做出过解决

Please make sure you use tenant_access_token instead of user_access_token. See more here.
