Add Romanian localization

As discussed I'll take head of translation to Romanian.

I uploaded the latest localization file, you should download it and you can work on the ro.xcloc file - simply open it in XCode. :)

Hi @mikevic18 - I plan to release a new version with some fixes today. It will have a few new strings. If you'd like to translate them, let me know. If not, that's all right, new strings will appear English. The latest localization files are available at #2165!

I updated the localization file in the waydabber/BetterDisplay#2165 opening post to reflect the latest v2.1.0 pre-release version.
