Can we tag news to (not) show up on specific subsites?

nope, but maybe a subsite prefix in the URL alias can be used to identify subsite specific content? Gramene main would display everything, subsites would display content with the matching subsite prefix or no prefix (all sites).
If we want to tag a post for multiple subsites, say maize and rice, but not grapevine we could do something like this:
maize-rice---shortname

use --- to separate the prefix from the rest of the name, and use - as a delimiter between subsite names

to display something only on gramene main:
main---shortname
