"Lookup Failed" issues with Best of Both Worlds

Describe the bug
When using the BoBW patcher you will receive "lookup failed" issues at various points in the game, particularly in regards to Creation Club content.

To Reproduce
Simply use the BoBW downgrade patcher for AE down to SE.

Expected behavior
Various actions of the game do not work due to lookup failed issues. An easy example is to try to purchase horse armour and you'll be met with "Lookup Failed".

Desktop (please complete the following information):

• OS: Windows 10
• Game Version you started from: 1.6.640
• Game Version you downgraded to: 1.5.97
• Mod Manager: MO2

Additional context
Unpacking the Patch.bsa file created by the BoBW patcher and deleting the strings folder, and then repacking seems to fix this issue, at least on the surface level.
