Hidden files VS Plugin settings sync

Hello.

Thanks for the plugin.
I am not sure to understand the hidden files sync and plugin settings sync.

When should I activate "sync hidden files" ?

When should I activate "enable plugin synchronization" ?

When should I "open the plugin dialog" ?

EDIT:
Here is an example of my unreliable use.

1. Desktop and laptop are synced.
2. Close both.
3. Open desktop and change some core settings, uninstall some plugins, install one plugin.
4. Close desktop after sync complete
5. Open laptop wait for sync.
   • no new settings
   • uninstalled plugins still there
   • new plugin is installed but not enabled
6. Close laptop.
7. Open desktop wait for sync.
   • new settings still there
   • uninstalled plugins are come back
   • new plugin still there
