Release to rubygems as Vox Pupuli

The puppet-lint-appends-check has not had a release in over a year. We have done some work to prepare for a release but appear to be missing the following steps:

• A current gem owner ( @raphink @glarizza ) needs to grant Vox Pupuli access to the Gem namespace at https://rubygems.org/gems/puppet-lint-appends-check/
• Update the deploy information in .travis.yml
• Bump the version
• Release the new version
