Provide packaging support for RHEL.

I'll prepare patches for that on https://github.com/refnode/salt-testing.
Any conventions for technologies to use or not to use?

I'll generally use zc.buildout, mock and Makefiles for rpm packaging.

I thought we were already packaging for RHEL...

I have an open packaging request that I never finished, when I get some spare cycles I'll try to finish it.

On Red Hat based platform everything should work with "make rhel-release-rpm".
