Make util scripts more graceful #50

The util scripts should:

Check that required CLI projects exist on the PATH (om, pivnet, bosh, etc)
Automatically set ENV_DIR if it is unset

do you think there would be any benefit to rolling these into the omg-cli as sub-commands?
