Concourse pipeline cleanup: Task parameter warnings

Fix task param missing warnings:

[WARNING] env_file_name was defined in pipeline but missing from task file
[WARNING] google_json_key_data was defined in pipeline but missing from task file
[WARNING] google_project was defined in pipeline but missing from task file

Fix: copy param definitions into the task.yaml files appropiately.

Set value to update-this-in-credentials-file-or-credhub, or something equivalent, so users know they don't need to adjust the task.yml files, only the credentials.yml or credhub.
