Make a .vita configuration file #45

It would be nice if the resource folder was configurable. It has become a bit annoying to have this as a hidden folder. It would be better if this could be specified by the user.
I propose to resolve this with a new configuration json file in the .vita folder. One of the configuration variables could specify the location of the resource folder, allowing it to be customised according to the users preferences. If this variable doesn't exist, it just defaults to the current location in the ~/.vita/ path.
