The feature set for the admin panel will keep growing and get clearer as we identify requirements.
Needs:

Administer users and groups(look at standard features for this)
Generate reports
-- should be flexible
-- see if d3js can be integrated so that complex visualisations can be obtained(appropriateness is important)
Backup and restore of data
Setting server side variables(should we worry about this here?)
