[FEATURE] Configure user permissions

We currently use SSO (gsuite) to allow select Engineers into VGS, however we still need to explicitly add them to your UI + set their permission scope (read/write/admin). Could you extend this functionality to the terraform provider?

If not, is there a way to do this outside of the VGS website?
