As an app user, I only want to see the POI and other map elements (focus areas, routes, etc.) of the currently active campaign.

As such, only the currently active layer(s) as defined through the Grüner Atlas should be visible to users in the app.

Acceptance criteria:

get active layer info through API
make sure the BTW2025 campaign layer is implemented as not active in the app
