multi_tool_use error but on Azure open ai

Description

Hello this is again about the multi_tool_use issue. I saw that the current suggestion is to disable parallel calls altogether.

However, on Azure there seems to be an issue with disabling it. This is because their api does not support this.

What is a possible workaround for this issue? Currently i will have 1 in 10 prompts that will run into this issue. If there was a proper retry mechanism #3619 would be good.
