Add Create File option

This involves:

• Adding the action on the default toolbar. This would launch a dialog similar to the one for creating folders. If the file exists, show a toast rather than an Overwrite confirmation. Default text should be "newFile.txt" and the "newFile" part should be automatically selected when the dialog is first displayed.
• Creating a CreateFileOperation.
• Adding the relevant ui test.
