Custom "Open with" selector

Android's option order is inconsistent and flaky and also prevents us from creating an "Open with" action if "Always" has been pressed in the past.

The UI for this can be a dialog. Should include the apps that can handle the intent and an "Remember my choice" checkbox.

It would be nice if any app can be choosen to open a file. For example, sometimes I want to open a mp3 with Firefox, even though that's not a normal music player.
