Add feature test coverage for: 0053-PERP-036

This has superseded the AC and therefore it may be able to be leveraged

  • 0053-PERP-028:
  • workspace/vega/core/integration/features/settlement/0053-PERP-028_twap_calculation_with_auction.feature)

Blocked until the following is implemented:
Beta Give feedback
  1. Scale funding payment by fraction of period spent outside of auction vega#10360
