You should ask this question in a ubuntu or debian forum. I provide only an ebuild for gentoo, because that's what I use.
Whether zstd is supported or not depends only on your kernel (and its configuration), see e.g. #15. Debian is infamous for using ancient kernels in their stable distribution; probably LTS ubuntu kernels are very old, too.
