Allow the ban command to ban someone who is not in the server

Description of proposed feature

The ban command can be improved such that it can ban someone who is not in the server. The user ID would be specified in the user field.

How can the new feature be used?

The ban command being more versatile would definitely be helpful for dealing with various moderation cases.
