Bump Argo support in WIPP to Argo Workflows 3.x

Now that Argo Worfklows 3.0 is released, we should make it the default version to install with WIPP instead of 2.3.
This allows us to take advantage of:

• SSO + RBAC in Argo,
• Running workflow pods as specific user instead of root,
• Argo workflow persistent storage in Postgres (see Leverage Argo's new workflow persistence storage WIPP-backend#86 and link to postgres database with hibernate + import job on status succe… WIPP-backend#137),
• Workflow badges
