Issue Summary

Creating a key with ownerId in the dashboard does not upsert or link an identity.

Steps to Reproduce

1. Create a key with ownerId in the dashboard
2. Check the database for identities, there won't be one

Expected behavior

It should create and link the identity, similar to our api:
https://github.com/unkeyed/unkey/blob/main/apps/api/src/routes/v1_keys_createKey.ts
