Add task to re-generate pipelines on staging and stable

The CI/CD pipeline needs to be regenerated and applied when a merge into staging or stable occurs such that the pipeline is reflected accurately with the new changes. Once the re-generation occurs, the new pipeline should be used for stable, staging and all PRs.
