Allow setting the close-confirmation flag to always

Who's implementing?

I'm willing to implement this feature myself

The problem

Close-confirmation can only be set to warn when there is only one window, or multiple windows open, but not both.

Possible solutions

Add an option to close-confirmation to always warn before closing a window.
