Refactor the BSSH Fastq Copy service, this will require a complete rewrite and will perform the following tasks

  1. Subscribe to the SRM SUCCEEDED events
  2. Copy over the fastqs from BSSH to the byob bucket using the ICAv2 Job Copy Manager
  3. Generate a Copy Complete Event (through the workflow manager), used to trigger fastq glue service to add in readsets to fastq list rows
