ICAv2 projectanalyses get requests don't show a user when an analysis was started, vs just requested.
It would be good if the ICAv2-event-handler sfn, used the PUT endpoint to append the 'tags' to show the timestamps of each of the stages.
While we can track these from the events themselves, it would be easier, when querying a given analysis, to know how long an analysis queued for, compared to 'initializing', or 'in-progress'. Some analysis will last 14 hours because they don't start for 8 hours due to being in a 'queue'.
