Umbraco Cloud Dashboard always shows environments are "green"

Issue description

The Umbraco Cloud “dashboard” always shows a little green bar next to the name of the environment. Looking at the stylesheets for the portal, Green is "Ok" but there is also a Red for "Error". However, even when an environment is unable to process requests ("Service Unavailable") or throwing 500 Exceptions, this little bar is always green.
