Ability to force MFA at project level

Issue description

The ability to enforce MFA should be possible at project level as well as organisation level.

It would be great if we could get this feature. Unfortunately, if you want to enforce MFA, you must create the users on the organisation level. If MFA was enforceable on the project, users wouldn't need organisation access, and it would be much easier to administer.
