Describe the bug
When loading a map with layers that do not get display on load up, those layers cannot be selected when editing a feature.

To Reproduce
Steps to reproduce the behavior:

  1. Test Map: https://umap.openstreetmap.de/en/map/test-layer-selction-hidden-layer_61300
  2. Click on 'Edit'
  3. Select and edit point
  4. Try to change it's layer to 'not displayed on load' but only 'display on load' and Test is shown.

Toggling on visibility for the layer once will make it available even when you hide it again.

Expected behavior
Show the layer that is not displayed on load as well as all other layers

Sounds like half a bug half a feature ;)

If you add a feature to an hidden layer, this feature will be immediately hidden, which I'm not sure it's very friendly.

So:

  • not showing hidden layers in the list seems a feature to me
  • showing a layer shown then hidden in the list is thus a bug, imo

Really depends on the use case
For my use case (birding) it would be really useful to add things to hidden layers.

In my workflow I georeference my field map in JOSM and create points for all observations.
I import those points into umap and assign each point to the right layer (1 layer per species).
Having all layers displayed is a huge mess with the amount of observations I have =)

I personally always felt like the hidden layer feature is most important for end-users viewing the map but as an editor I would like to always have access to it. But I can also see use cases where not showing the hidden layers would be better.
