Game element control

We already have Python code to remotely control game elements that use the Wise-4060/lan controller.
We should integrate this into a sort of control panel that would allow us to monitor the state of each element, remotely toggle things like lights, pneumatic, etc.
Points should be assigned automatically when a team scores on a remote-enabled game element.

Removed the "2020" label on these and added them to the Project instead. Hope that's ok.

Frankly, we should have had this a long time ago. This is definitely on the to-do list for the Django server.
