In order to run a UWM forecast with MPAS enabled, we need to be able to invoke the MPAS atmospheric driver (mpas/atmos_model.F90) using the Earth System Modeling Framework (ESMF) infrastructure layer. This involves creating the ESMF forecast grid component.

As a first step we will create "stub" ESMF infrastructure for the MPAS forecast grid component and MPAS NUOPC Cap:

This will allow to run an MPAS forecast using the main UFS driver and allow us to "build out" the MPAS atmospheric driver to perform a compete timestep. Initially this MPAS forecast will do nothing, but functionality will grow as we progress.
