After we can build the MPAS dynamical core dependencies within the UWM (see #2517), we can create a new atmospheric driver for MPAS and start invoking the MPAS procedures from within phases of the driver.

We can look to how a) this is done within standalone MPAS and in b) CESM/CAM.
As part of this we will need to gather all of the ancillary data (e.g. topography, mesh, etc...).
