What's missing?

Hasktorch is one of the most common packages for use in a Haskell Jupyter Environment, yet currently the process for integrating it into a jupyenv Haskell kernel is quite difficult for beginners. Thus a jupyenv template that includes hasktorch from default may be useful new users.
