Panning a zoomed-in image stops under certain conditions

I cannot reopen #2297, so I'm creating a new issue.

When panning a zoomed-in image, when reaching the edge of the photo in one dimension, it's hard to pan/scroll in the other dimension. Here's a video:

Steps to reproduce the problem

1. Find a post with an image and open its image in full screen
2. Zoom in
3. Swipe your finger across the screen to reach the vertical edge of the photo. Then try to scroll up along that edge. The image doesn't move most of the time in any direction
