Issue Description:

• User is unable to observe previously loaded regions outside of the currently selected state while offline.

Expected Results:

• User is able to access all previously loaded regions while offline.

Steps to Reproduce:

1. Navigate to Troutspotr.
2. Select any state in the region picker.
3. Select any region in this state.
4. Open the region picker.
5. Select a second, new state.
6. Select any region in this state.
7. Open the region picker.
8. Observe that both states are accessible.
9. Revoke internet access.
10. Observe that all states outside of the currently selected one are removed.

Progress has been made, but there's still an issue.

First, clear your cache, then follow the directions as listed above.
Then, after reaching step 9, observe that the most recently-loaded region does not show up on the mini-map, but its containing US State does.

Expected behavior: The US State appears and so does its solitary recently-loaded Region.
