clarify server behaviors:

  • must accept any valid RFC 3339, including Zulu time
  • should tolerate and ignore any fractional seconds
  • should always return the explicit offset for its prevailing time

additionally:

  • clarify that ends in "slim" media types should correspond to the first instant of the last hour, since "slim" mandates hourly entries
